I want to find out who is the master of all martial arts. the type of person who could go to any martial arts school that persons style or not and give orders (theoretically) (not that this would ever happen)

First, there are absolutely no "Masters of All martial arts" in the world today, nor has there ever been. Not Bruce Lee, not Yip Man, not anyone. If you are asking who are the most renowned and most honored martial arts masters in the world today, then I can give you a few.

If all of these masters were to show up at the same place, then the oldest would be the one "giving orders." As you put it. That would be Ip Chun, Yip Man's eldest son and a master of Wing Chun Kung-fu. The youngest would be Shi Guolin, the head of the Shaolin Temple Overseas Headquarters in New York City. He is a true Shaolin Master Monk, hut he is still very young. (I believe he is in his early to mid 40's.)
